Community Plan
This plan is the core element of PlanCheyenne. It includes the four building blocks that address the over community and its land use plan. It also broadly addresses parks and transportation issues as they integrate with the overall community goals, but leaves the detail to those more specific plans.
The Community Plan follows the four phase format, including Snapshot, Structure, Shape and Build.
Snapshot: Describes the state of the community at one moment in time, like a photograph of Cheyenne. These handy reports include useful facts and figures about the community, including information on housing, employment, land use, recreation, transportation, public safety, historic preservation, cultural facilities, schools, utilities, and other key items. This section also includes the Inventory Maps from which the community built the Future Land Use Plan upon. Maps include baseline zoning, land use, utilities, previous recommended land uses, school districts, ownership, police patrol areas, and fire stations. Please note that many of these maps reflect historic data accurate at the time, but may not reflect current conditions.
Structure: The Structure portion of the Community Plan is also known as the Community Design Handbook. This community-driven design handbook documents the public’s efforts to describe what physical attributes they most appreciate about our community. The handbook includes chapters about the community’s regional architectural identity, and identifies the elements that shape Cheyenne’s urban form. Also included are design principles for key places and development categories, which provide guidance on ways to achieve our citizen’s goals of enhancing Cheyenne’s character, quality, and authenticity.
Shape: This section contains the community’s key foundations, principles, and policies to direct growth, in addition to the physical plan for the community (the Future Land Use Plan). The community’s goals are categorized under seven broad themes, or Foundations, with specific details and action items described in the principles and policies that support the Foundation. This guidance will aid decision makers in implementing the community’s vision as they act to guide future growth.
This section also includes the Future Land Use Plan and Land Use Categories which describe the character and location of growth. Each of the land use category colors on the map is interpreted by additional text in the chapter describing primary and secondary uses under that land use, and design concepts that can make each land use more successful.
Shape also includes an analysis of the capacity that the preferred plan could accommodate, if everything depicted in the future plan were built. Another section describes the coordinated planning efforts encompassed by PlanCheyenne and the benefits of integrating planning for land use, parks, and transportation with other important community elements like fire protection, utilities, and schools. These integrated planning maps help to identify future steps and planning relationships to explore in helping the Cheyenne community plan for growth.
The final chapter of Shape describes related planning efforts, including the previous Neighborhood Plans, and how the recommendations from those plans are carried forward through PlanCheyenne. This section is also a placeholder where summaries of future plans can be added to help in organizing and relating all of our community plans together.
Build: The Build section of the Community Plan identifies the implementation strategies necessary to make the plan a reality. The first section gives an overview of the policies identified in the Shape phase, and identifies the strategies or actions that can help us accomplish these goals, along with the key players, general level of difficulty, and priority level. A discussion of possible zoning related changes needed to implement the plan is also included.
Also identified within Build are an amendment procedure and several resources hosted in Appendices. These appendices include a sample Checklist that could be developed to help implement the plan, and an overview of nine priority code revisions and actions to start implementing the plan. This section also includes an appendix on a schedule for implementation, and a series of case studies related to the recommended actions for reference.
